Animating a fish-like object?

Hi.

How do you animate a string of short cylinders when each short cylinder is round at one end, jagged with teeth at the other, and you want the teeth to move with the next cylinder and not disappear into it?

Hi.

Images attached.

Think of 20 to 30 of these pieces strung together but to be as flexible to move like a snake and bend in every direction, ie. up, down, side to side, and circular.

a bend deformation will be the best,stay away from bones.Also if you had FlexPath or Contorutionist.
